interests of the state and the nation in the Arctic; urging appointment                                                         
of a representative of the state to the Arctic Council; relating to                                                             
icebreakers; and relating to United States Coast Guard operations and

adoption of the Resources Committee Substitute offered on page 497.

resolution be considered engrossed, advanced to third reading and
